“An important and tough milestone has been reached in the Formosa 1 OWF project ” as Robert Tsai, CEO of Formosa Wind Power Co. Ltd., describes the singing of TSA (Turbine Supply Agreement) with Siemens.
An agreement has been signed for de delivery of 2 Siemens turbines with total capacity of 8MW and the expected installation in 2016. This will be the first phase of the 128MW Formosa 1 Project, located off Miaoli county, in north-west Taiwan.
For both companies, Siemens and Formosa, it will be the first offshore wind power project in Taiwan.
As such, the challenges for a demonstration project are significant. Despite government support according to the Grand Scheme, building a two turbine offshore wind farm has its economic challenges. Also local circumstances must be taken into account, technical, environmental, labor skills and sociocultural. Potentially being the first, means that new paths need to be developed, while making as much use from existing offshore expertise and experience as possible.

The Formosa 1 OWF is one of three proposed demonstration projects backed by the Taiwanese Government and is scheduled to be completed in 2019/20. The first phase consist of two demonstration turbines, while the second phase shall bring approximately 120MW additional online between 2018 and 2020.
